2 Helmets to Be Mandatory for New Bikes: Govt Seeks Public Input

In a major move to enhance road safety, the Indian government has proposed a new rule requiring two-wheeler manufacturers to supply 2 helmets with every new vehicle sold. The idea is simple but powerful—protect both the rider and the pillion passenger from the start.

Draft Amendment to Motor Vehicle Rules Now Open for Public Feedback

The Ministry of Road Transport and Highways issued a draft notification on June 23, 2025, proposing key changes to the Central Motor Vehicle Rules, 1989. If finalized, this rule will take effect within three months of its official publication in the gazette. The government is inviting public comments for 30 days from the date of the draft’s release.

Helmets Must Be BIS-Certified for Better Safety Compliance

Manufacturers will be required to provide two protective headgears that meet Bureau of Indian Standards (BIS) specifications. This move aims to curb the use of low-quality or non-standard helmets, which offer minimal protection during accidents. However, people exempt under Section 129 of the Motor Vehicles Act won’t be covered by this rule.

New Safety Rule: ABS to Be Mandatory on All L2 Category Vehicles by 2026

In addition to the dual helmet rule, the government has also proposed that all L2 category two-wheelers—those with engine capacity above 50cc or capable of speeds over 50 km/h—must come with Anti-lock Braking Systems (ABS) from January 1, 2026. ABS systems must adhere to Indian Standard IS14664:2010.

This change is expected to significantly reduce skidding and loss of control during sudden braking—one of the leading causes of two-wheeler crashes.

Public Encouraged to Share Suggestions and Concerns Before Rules Are Finalized

The government is encouraging citizens and industry stakeholders to submit feedback via email at comments-morth@gov.in. The consultation window is open for 30 days following the draft notification date.
