New Indian Railways Rules Starting July 1, 2025: Key Changes in Tatkal, Waiting Lists, and Fare Structure Explained

Major Overhaul in Passenger Booking System to Boost Fairness and Security : Starting July 1, 2025, Indian Railways will roll out significant updates to its passenger reservation system. These changes focus on making ticket booking fairer, more secure, and easier for travelers. From new identity checks for Tatkal bookings to increased waiting list limits and a minor fare rise, here’s what passengers need to know.

Aadhaar OTP Verification Now Mandatory for Tatkal Bookings

To reduce misuse and bulk booking by unauthorized agents, all Tatkal ticket bookings will require Aadhaar-based mobile verification. Passengers must link their Aadhaar number and verify their identity using a one-time password (OTP) sent to their registered phone number. This step becomes compulsory from July 15, whether booking online or at counters.

Agents Barred from Booking Tatkal Tickets for First 30 Minutes

In a move to help individual travelers, authorized agents will be unable to book Tatkal tickets during the first 30 minutes after the Tatkal quota opens each day. This change ensures the general public has priority access to last-minute seats before agents can participate.

Waiting List Limits Increased for AC Coaches, Fixed for Non-AC

Responding to traveler feedback, the waiting list cap for air-conditioned coaches will rise from 25% to 60% of the total berth capacity. This aims to reduce underutilization of premium class seats. Meanwhile, sleeper and second-class coaches will have a fixed waiting list cap of 30%, balancing availability and demand more effectively.

Reservation Chart Released Earlier for Better Travel Planning

Indian Railways will now prepare the first reservation chart eight hours before train departure instead of four. This longer window will give passengers more clarity and time to plan their journeys, reducing last-minute confusion.

Small Fare Increase for Long-Distance Trains

For the first time since 2020, fares will see a modest hike. Non-AC Mail and Express trains will cost ₹0.01 more per kilometer, while AC class fares will increase by ₹0.02 per kilometer. Suburban routes, short second-class journeys under 500 km, and monthly passes are not affected.

What These New Indian Railways Rules Mean for You

The new rules reflect a push towards a more transparent, digital, and fair railway booking system. Passengers should update their Aadhaar details and be ready for OTP verification when booking Tatkal tickets. The changes apply uniformly across all railway zones and booking platforms starting July 1.

Final Advice for Travelers

To avoid last-minute hassles, ensure your Aadhaar mobile number is linked and active before July 15. Check train reservation charts early, and plan for the small fare increase on long journeys. These updates are designed to make travel smoother and more secure for everyone.
